| 目的建立基于全国新农合统计调查报表数据的省级新农合运行管理评价指标体系。方法德尔菲法、层次分析法、综合指数法、数理统计方法。结果建立了新农合运行管理评价指标体系，包含新农合覆盖情况、筹资情况、基金分配与支出、受益程度、费用负担、医疗服务利用和医药费用控制等7项一级指标及下属27项二级指标及其权重；构建了综合评价模型，并对指标体系进行了信度、效度及区分度检验。结论指标体系较为科学合理，能够用于新农合常规评价，对新农合实际工作的开展具有一定的指导意义。 |

| Objective To set up an evaluation index system aiming at the operation and management of New Rural Coorperative Medical Scheme at Provincial Level, the data of which is provided by quarterly or annal NRCMS reports. Methods Delphi method , analytic hierarchy process , Synthetic Index Method and some mathematical or statistical methods. Results The evaluation system has been established, including 7 indexes and 27 subordinate indexes. The name of the 7 indexes are coverage, finacing, fund allocation and expenditure, compensation and benefit, burden of medical expenses, medical service use as well as medical expense control. The weights of these indexes are also caculated. The synthetic evaluation model has been built. Finally, the reliability, the validity and the discrimination of the evaluaition system are tested. Conclusions The evaluation index system has been established, which is able to be used in the regularily evaluation, and to some extent guide the work of NRCMS. |
